Security Enhanced
The Treaty replaces a physical fence model with a modern, intelligence-led security framework that strengthens Gibraltar’s control over its territory. While routine immigration booths at the land frontier will be removed, enforcement powers are not reduced.
On the contrary, the northern perimeter will see a reinforced, permanent law-enforcement presence, including expanded patrol capacity, new vehicles and a tri-service operating base bringing together Gibraltar Customs, the Royal Gibraltar Police and the Borders and Coastguard Agency. This ensures rapid response capability and visible authority at the point of entry. Customs controls will continue to operate at the airport and in the frontier area, with officers empowered to stop, search and act against illegal goods.
Goods that are illegal in the EU remain illegal in Gibraltar, and vice versa. The removal of the old physical barrier does not weaken security. It eliminates a structure that could be easily bypassed and replaces it with surveillance, patrols and coordinated enforcement. In addition, the visibility of Gibraltar’s uniformed services at the frontier will increase, reinforcing the sense of entering British territory. The result is a system that is more robust, more coordinated and more resilient than before. Gibraltar will be safer and more secure than ever.
Frontier Security Measures
Enhanced Active Patrols
Gibraltar authorities will have an increased and more visible presence in the area. 12 new 4×4 patrol vehicles will be introduced and expanded perimeter coverage will replace static booths with active, mobile enforcement.
Tri-service joint operating base
A new, bespoke tri-service joint operating base will be built in the immediate vicinity of the frontier, in the area where the Bureau de Change currently is. This will provide offices and resources to the Borders and Coastguard Agency, HM Customs and the Royal Gibraltar Police.
Live facial recognition surveillance
The whole area between Eastern Beach and Western Beach will be under continuous CCTV and live facial recognition surveillance, and will be lit at night. Gibraltar law enforcement authorities will conduct 24 hour patrols.
Enforcement Safeguards
In specified and limited circumstances, such as a hot pursuit, Spanish authorities may enter Gibraltar with the prior permission of the Gibraltar authorities and must be accompanied at all times. However, Spanish authorities will never be able to arrest a Gibraltarian or a Gibraltar resident.
Gibraltar’s frontier security
These measures will significantly increase Gibraltar’s frontier security and safety from the current wire fence to modern, technology-enhanced and intelligence-led strategic security.
Smart City Security
In addition to the enhanced law enforcement presence in the area of the frontier, live CCTV will be introduced on Main Street and in other retail areas and main throughfares.
Transaction-Funded Security
All major security upgrades will be funded by the transaction tax.
